  1. Any violation of the Statutes of the Free Republic of Kahrudn shall constitute an Offence;
  2. Any citizen may allege that another has committed an Offence;
  3. A Libel is constituted where:
    1. A lifeform alleges that another has committed an Offence;
      1. This lifeform shall be known as the Allegant;
    2. A lifeform is alleged to have committed an Offence;
      1. This lifeform shall be known as the Refutant;
  4. The General Secretary may hear a Libel and decide on the outcome in a Trial;
    1. If the General Secretary finds the Refutant in a Trial to have committed the alleged Offence, the Refutant shall be punished in accordance with the law;
    2. The General Secretary may delegate this ability to others;
    3. Where another has been delegated the power to hear Cases by the General Secretary, they shall be known as a Convener;
  5. Lifeforms must not, within the jurisdiction of the Free Republic of Kahrudn:
    1. Harm others;
    2. Attempt to harm others;
    3. Conspire to harm others;
