1. A Person shall be:
   1. Any lifeform by scientific consensus;
   2. An enterprise jointly owned by a group of Persons, granted a Charter of Incorporation by the Supreme Council;
      1. Such an enterprise shall be known as a Corporation;
      2. Corporations shall be considered separate Persons to their owners;
2. The Federal Government may make any Person a Citizen of the Rezehnan Federation from time to time, at its pleasure;
3. The Federal Government may remove from any Person the status of Citizen from time to time, at its pleasure;
4. Citizens of the Rezehnan Federation may move unrestricted between the States as they should please;
