1. The General Secretary may delegate his powers to others from time to time;
   1. Those receiving executive or legislative powers shall be known as State Secretaries;
   2. The General Secretary shall hold elections regularly to appoint State Secretaries;
2. The General Secretary may appoint others to the Council of State;
   1. The Council of the State shall consist of Advisory Members and Executive Members;
      1. The Executive Members shall be the General Secretary and all State Secretaries
      2. The Advisory Members shall consist of all those appointed to advise the General Secretary;
   2. The Council of State shall convene regularly;
   3. The Council of State shall be the highest court within the Free Republic of Kahrudn;
