Statute 3, Rezehnan Union Code

1. The Supreme Council shall be empowered to investigate, hear, and try any Person Accused of an Offence, to determine whether an Offence has been committed;
   1. The Supreme Council may Convict an Accused, where it believes on balance of probabilities the Accused did commit the alleged Offence;
   2. The Supreme Council may Acquit an Accused, where it believes on balance of probabilities the Accused did not commit the alleged Offence;
   3. Should the Accused feel the declared verdict has been reached incorrectly, he may request an Appeal to have his Offence tried again;
2. The Supreme Council shall delegate its ability to try an Accused to other Assizes:
   1. Each Assize shall have Judges appointed to it, each with a different vote weight;
      1. Judges with a vote weight of 1 shall be known as Adjudicators;
      2. Judges with a vote weight of 2 shall be known as Principal Adjudicators
      3. Where a Councillor of the Federation sits in any Assize, he shall have a vote weight of 3;
   2. The General Tribunal shall be the first to try any minor Offences;
      1. It shall have a minimum vote weight of 1;
   3. The High Court shall be the first to try offences, and may hear appeals from State Assizes and the General Tribunal;
      1. It shall have a minimum vote weight of 2;
   4. The Appeal Court shall hear appeals from the High Court;
      1. It shall have a minimum vote weight of 4;
   5. The Supreme Council shall hear appeals from the Appeal Court, and shall Review the conduct of the other Assizes;
      1. It shall have no minimum vote weight to sit, but must have a Councillor of the Federation;
      2. Where the Supreme Council feels the conduct of a lower Assize has been improper, it shall Review its actions;
         1. It may dismiss the Judges of the Assize, reject a decision said Assize has reached, and/or order a complete re-trial;
3. The Supreme Council shall be empowered to Order:
   1. The issue of Citations, for any Person of any galaxy to appear before an Assize;
      1. Citations shall not empower any Persons to enforce them;
   2. The issue of Warrants, for:
      1. Any Person of any galaxy to be persecuted, apprehended, and/or harried until they appear before an Assize;
      2. The assets of any Person of any galaxy to be seized;
      3. The financial accounts and transactions of any Person of any galaxy be frozen;
      4. The actions of any Person of any galaxy to be prevented;
4. The Supreme Court shall make its Orders known and available to the public, stating:
   1. Who the Order is targeted at;
   2. What action is Ordered;
   3. Their relevance to the case;
   4. If applicable, which Person or group of Persons it empowers to carry out the Order;
   5. If applicable, in which geographical area the Person or group of Persons are empowered to carry out the Order;
5. The Supreme Council shall delegate its powers to Order to other Assizes:
   1. The General Tribunal shall only be able to issue Citations;
      1. The General Tribunal may only issue Citations to Citizens of the Rezehnan Federation and its States;
   2. The High Court shall be able to issue Citations and Warrants;
      1. The High Court may issue Citations to any Person of any galaxy;
      2. Warrants issued by the High Court shall only empower a Person or group of Persons to carry out the desired Order within a named galaxy;
   3. The Appeal Court shall be able to issue Citations and Warrants;
      1. The Appeal Court may issue Citations to any Person of any galaxy;
      2. Warrants issued by the High Court shall empower any Person or group of Persons of any galaxy to carry out the desired Order;
   4. The Supreme Council shall be empowered to impose Sentences on Persons that have been Convicted of Offences to a punishment;
      1. Sentences shall reflect the aims of, in order:
         1. Rehabilitation
         2. Retribution
         3. Deterrence
      2. Sentences shall be divided into Categories:
         1. Category A shall be unlimited in its extent;
         2. Category B shall have a high limit;
         3. Category C shall have a low limit;
      3. Sentences may consist of:
         1. Fines
         2. Custody
         3. Compensation
         4. Restriction
         5. Service
      4. The use of Sentences and Sentencing Categories shall be defined in the Sentencing Rules;
   5. The Supreme Council shall delegate its powers to impose Sentences to other Assizes;
      1. The General Tribunal shall only be able to impose Category C Sentences;
      2. The High Court shall be able to impose Category C and B Sentences;
      3. The Appeal Court and the Supreme Council shall be able to impose Category C, B, and A Sentences;
   6. The conduct of Judges shall be regulated by the Judicial Conduct Rules, which shall be produced by the Supreme Council;
      1. Judges shall be required to follow these;
